I am seeing issues with KB3038314 It seems it is causing more than just install failures, I'm seeing that KB3038314 is cuasing performance issues in ASP.Net lists/ General large lists IE 9.0 and 11.0 affected.
If we remove KB3038314 the issues go away.

Update: If your list code executes slowly it's time to inspect your code.
